Internet is down all this week because comcast can't tell their frontend equipment is busted and would rather blame my 3 month old cable modem, and refuse to send a technician out after 5PM.

It's a measure of power in one's cable line. If you go to your cable modem's configuration page, you can often see the current power levels on it.
Ideal levels are 40-50dbmv, 54 is too much power, and the ISP will filter it out as noise, so you can't connect.
PS - My internet is fixed now. The dipshits has a line filter on my internet. Took the guy 20 seconds to fix it.
